Bureaucratic Red Tape Hindering Development?

I recently came across the article regarding the Van Ness Bus Rapid Transit Bus Lane in San Francisco. Unfortunately, the project is already 3 years behind schedule and already exceeded its budget by $35 million.  

If that over-spending was not jaw-dropping enough, another project to build public restrooms in San Francisco (again) costs $1.7 million USD to build only ONE toilet!

Meanwhile, on the other side of the globe, India spent about $75 million on their Chandrayaan-3 moon mission. With a budget that is much below what San Francisco spent for their bus lane, India landed on the dark side of the moon (a feat not achieved before).

Bill Maher in his channel went on a rant about the over-regulation that seem to stall development or progress in US.

Bill Maher highlights issues about the red tapes that builders have to go through to get projects done in San Francisco. 

Is it only Bureaucratic red taps? Or could it inefficiency of government or corruption? Or wrong people at the wrong place? 

What went wrong with San Francisco? It is considered to liberal blue state with leaders pushing for progressive agendas.
